The presenter will discuss barriers to a community HIE and lessons learned during the implementation rollout within this community.

Monday, March 1, 11:00 AM - 12:00 PM CalRHIO has developed a sustainable business model to ensure that a statewide health information exchange can not only be deployed in California, but also maintained and continually improved. Under a Shared Savings financial model, health plan members who benefit from the HIE pay CalRHIO only when the proven cost of healthcare savings can be objectively quantified by a neutral third party.

Monday, March 1, 9:45 AM - 10:45 AM In his remarks, Vermont Gov. Jim Douglas, co-chair of the State Alliance, will address HIT and his belief that HIEs are essential tools in states' efforts to control costs and improve health care in the United States. Governor Douglas will talk about the need for states to work with the Federal Government to help speed the transition for increased use of HIT and what the other states can learn from Vermont's unique challenges.

Sunday, February 28, 3:20 PM - 4:20 PM This session will provide a look into the future regarding what HIEs must do to provide the right data to their stakeholders, how HIEs can assist their stakeholders in meaningful use measurement and statistics, and technologies that can be harnessed to both speed up connectivity and move HIE from a simple messaging architecture to data provider on a true peer level.

Sunday, February 28, 11:00 AM - 12:00 PM Malpractice liability is a leading concern of physicians who implement or avoid implementing EHRs, PHRs and HIEs within their practice. This session will focus on the malpractice implications of the use and non-use of EHRs, PHRs, HIEs and other sources of electronically available health information.

Sunday, February 28, 8:30 AM - 9:30 AM Let us presume secure, private electronic patient information exchange exists among competing medical delivery organizations and supports local and national patient care, public health and quality reporting activities. This session will discuss the following questions and issues: Should the public provide the same financial support for HIEs as for public highways (taxes) or utilities (regulated fees/assessments)? Is there a role for private, even for-profit, HIEs? What are the pros and cons of state legislatures embracing HIEs?
